Ohio Residential Code 4101:8-3 (adopted by Dublin) requires barriers surrounding residential pools and spas with water depth over 24 inches. Minimum barrier height 48 inches measured from the exterior grade. Maximum gap under the fence: 2 inches over solid ground, 4 inches over grass. Vertical spacing between pickets: max 1.75 inches if top rail under 45 inches tall, 4 inches if over 45 inches. Gates must swing outward, be self-closing and self-latching, with latches at least 54 inches above the ground. Where the dwelling serves as part of the barrier, doors leading to the pool must have audible alarms or the pool must have a power safety cover. Above-ground pools with ladders removed can use the pool wall as barrier if at least 48 inches high.
