Grove City follows Ohio Residential Code Appendix G requiring a minimum 48-inch barrier around all pools deeper than 24 inches. Gates must be self-closing and self-latching with latches at least 54 inches above grade.
Barriers must fully enclose the pool, have no openings that would allow passage of a 4-inch sphere, and vertical members spaced less than 1.75 inches apart (for pickets over 45 inches apart). Above-ground pools may use pool walls as part of the barrier if wall is 48 inches high and ladder is removable or lockable. Dwelling walls serving as barrier must have alarms on doors leading to pool area or a lockable pool cover. Gates swing outward away from the pool. Mesh safety fences meeting ASTM F2286 are permitted.
Non-compliant barrier: stop-use order until remediated, fines 100-500 dollars per day under Part 13. Injury or drowning with non-compliant barrier: potential civil liability and criminal charges for reckless endangerment.
