Many Brooklyn streets are on NYC's restricted vending list, prohibiting vendors entirely. Fulton Street Mall, parts of DUMBO, downtown Brooklyn, and areas around Barclays Center are heavily restricted under NYC Admin Code §20-465.
NYC Administrative Code §20-465 lists streets where general vending is entirely prohibited; §20-465.1 lists streets restricted by time. In Brooklyn, Fulton Street Mall (Flatbush Ave to Adams St) is a fully restricted vending corridor. Other Brooklyn restrictions include portions of Atlantic Avenue near Barclays Center, parts of Court Street, and Brooklyn Bridge Park paths. Vendors must also maintain clearances: 10 ft from crosswalks/subway entrances, 20 ft from building entrances, 12 ft of unobstructed sidewalk, and keep away from bus stops and fire hydrants. Parks are off-limits to general vending without a NYC Parks concession agreement. The Office of Street Vendor Enforcement (OSVE), created under LL 18/2021, now leads enforcement alongside NYPD and DCWP. Vendors must display their license visibly at all times.
Vending on restricted street: $1,000 first offense under §20-472. Obstruction/clearance violations: $250–$500 plus goods seizure.
