Murrieta, CA Street Vending: Vending Zones (2026)

Gov Code 51038 limits a city's ability to restrict sidewalk vending locations. Murrieta may designate areas where vending is restricted only when supported by objective health, safety, or welfare concerns directly related to pedestrian flow, traffic, or access. Typical restrictions include prohibitions on vending within the travel path of sidewalks (blocking ADA access), within a certain distance of designated farmers markets or special event footprints, and in the immediate vicinity of schools during specific hours. Vending in city parks cannot be prohibited except to address objective concerns; exclusive concession contracts for park food service may limit competition during certain hours. Vendors must comply with ADA accessibility, maintaining at least 4 feet of clear pedestrian passage on sidewalks. Operations near intersections, crosswalks, bus stops, and fire hydrants have minimum distance requirements. Vendors displaced by special events receive advance notice. Violations of location restrictions are enforced through administrative citations rather than criminal penalties.
