Street vendor permits in Loudoun County, VA β sometimes called sidewalk vendor licenses, mobile vendor permits, or peddler permits β are the licenses required to sell goods or food on public property.
Businesses selling goods in Loudoun County must obtain a Business, Professional, and Occupational License (BPOL) from the Commissioner of the Revenue. However, the Board of Supervisors approved a BPOL exemption for itinerant vendors at special events lasting 7 days or fewer. Food vendors must separately obtain temporary food permits from the Health Department.
Vendor permitting in unincorporated Loudoun County (including Ashburn) requires a Business, Professional, and Occupational License (BPOL) from the Loudoun County Commissioner of the Revenue for any business engaged in sales activity. In 2004, the Board of Supervisors approved an exemption from the BPOL requirement for itinerant vendors who participate in special events lasting 7 days or fewer within the unincorporated county. This exemption does not apply within Loudoun's seven incorporated towns (Leesburg, Purcellville, Middleburg, etc.), which have their own business license requirements. Food vendors at any event must obtain temporary food establishment permits from the Loudoun County Health Department regardless of BPOL exemption status. Mobile food vendors (food trucks) operating regularly must hold a full BPOL and Health Department permits. Loudoun County does not have a standalone street vending ordinance comparable to urban jurisdictions β most vending occurs at farmers markets, festivals, and organized events rather than on public sidewalks. The county's zoning ordinance regulates where commercial activity may occur.
Operating without BPOL: subject to penalties under Commissioner of the Revenue. Food vending without health permit: Health Department enforcement, potential closure. Unpermitted commercial activity in restricted zones: zoning violation.
