Above-ground swimming pools deeper than 24 inches are subject to Anchorage barrier rules under IRC Appendix G. The pool wall can serve as the required 48 inch barrier if its exterior is non-climbable and at least 48 inches high measured from grade to the top. Access ladders must be removable, lockable, or retractable, or an approved fenced enclosure must surround the pool. Electrical permits are required for pump motors, heaters, and any underwater lighting under the National Electrical Code, including equipotential bonding. Zoning setbacks for accessory structures apply, usually a minimum of 5 feet from side and rear property lines. Pools installed on decks or platforms also require structural review. Because of the short Anchorage pool season, many above-ground pools are seasonal, but if left filled they must remain in barrier compliance year-round.
