Above-ground residential pools follow the same SC Residential Code (Appendix G) barrier rule as in-ground pools: a 48-inch barrier. Appendix G lets the pool wall itself act as the barrier if the ladder or steps are removable, lockable or barrier-protected.
An above-ground pool capable of holding more than 24 inches of water is regulated like any residential pool under the adopted SC Residential Code, so it needs a county permit and a compliant barrier. Appendix G allows the pool structure's own wall to serve as the barrier when it is at least 48 inches above grade; if a removable ladder or steps provide access, they must be capable of being secured, locked or removed, or be surrounded by a barrier when the pool is not in use. Electrical bonding and setback from property lines under the LDC still apply. If the pool serves multiple households it becomes a public pool under Reg. 61-51.
Leaving an unsecured ladder on an above-ground pool used as its own barrier is a code violation; enforcement may require securing access and passing a barrier inspection.
