Under the adopted SC Residential Code (IRC Appendix G), a residential pool must be enclosed by a barrier at least 48 inches high measured on the outside. Pedestrian gates must open outward, self-close and self-latch.
Richland County enforces the 2021 SC Residential Code, whose Appendix G sets the pool-barrier standard for one- and two-family dwellings. The barrier top must be not less than 48 inches above grade on the side facing away from the pool, with limited openings so a 4-inch sphere cannot pass and minimal ground clearance. Gates must be self-closing and self-latching; where the latch release sits below 54 inches it must be mounted on the pool side. A dwelling wall may serve as part of the barrier if doors to the pool have alarms or self-latching. Public pools follow the enclosure rules in SC Reg. 61-51 instead.
An unfenced or non-compliant pool fails inspection and cannot receive a certificate; code enforcement may cite the owner and require the barrier be brought to code before the pool is filled or used.
