Critically, ladders or steps used for access must be capable of being secured, locked, or removed to prevent access, or be surrounded by a compliant barrier; any opening created by removing the ladder must not allow a 4-inch sphere to pass (Section 305.5). Under Section 305.2.1, where a barrier is mounted on top of an above-grade pool structure, the vertical clearance between the top of the pool and the bottom of the barrier must not exceed 4 inches. Setback rules in Zoning Ordinance Section 511.06(A) (same side/rear setbacks as accessory structures, no easements) apply equally to above-ground pools. Leaving an unsecured ladder on an above-ground pool, or relying on a pool wall under 48 inches as the only barrier, fails the 2021 ISPSC and will not pass inspection until corrected.
