Hot tubs and spas in Auburn are regulated by the adopted 2021 ISPSC. They generally need the same 48-inch barrier, but a spa or hot tub with a lockable safety cover meeting ASTM F1346 is exempt from the barrier requirement.
Auburn regulates spas and hot tubs under the same 2021 International Swimming Pool and Spa Code it adopted for pools, effective January 1, 2022. ISPSC Section 305.2 applies barrier requirements to outdoor spas as well as pools, meaning a spa would otherwise need a 48-inch barrier (Section 305.2.1) with the same gate and opening rules. However, the code provides a key exception: where a spa or hot tub is equipped with a lockable safety cover that complies with ASTM F1346, the area where the spa or hot tub is located is not required to comply with the barrier provisions (Section 305.6 exception). This makes a listed, labeled ASTM F1346 safety cover the most common compliance path for residential hot tubs. Spas and hot tubs also require the appropriate building/pool permit and inspections, and their electrical equipment (including bonding, grounding, and GFCI protection) is inspected under the 2020 National Electrical Code. As accessory structures, spas also must meet the accessory setback rules in Zoning Ordinance Section 511.06(A). Verify the current cover-exception language and permit requirements with Auburn Inspection Services before installation.
Installing a spa without either a compliant 48-inch barrier or a listed ASTM F1346 safety cover violates the adopted 2021 ISPSC and will fail inspection until a compliant barrier or cover is provided.
