Auburn follows the 2021 International Swimming Pool and Spa Code for barriers. Outdoor residential pools must be enclosed by a barrier at least 48 inches high with openings too small for a 4-inch sphere, and self-closing, self-latching gates.
Auburn does not write its own pool-barrier dimensions in the zoning ordinance; instead it enforces the 2021 International Swimming Pool and Spa Code (ISPSC) adopted citywide effective January 1, 2022. Under ISPSC Section 305.2, outdoor pools and spas (and indoor swimming pools) must be surrounded by a barrier. Section 305.2.1 requires the top of the barrier to be not less than 48 inches above grade measured on the side facing away from the pool, around the entire perimeter. The vertical clearance at the bottom must not exceed 2 inches over non-solid grade (grass, gravel) per Section 305.2.1. Per Section 305.2.2, openings in the barrier must not allow passage of a 4-inch-diameter sphere. Section 305.3 requires pedestrian access gates to open outward away from the pool, be self-closing, and have a self-latching device; under Section 305.3.3, where the latch release is less than 54 inches above grade it must be on the pool side. There must also be a clear zone of at least 36 inches between the barrier and any climbable permanent structure (Section 305.2.9). Separately, the zoning ordinance (Sec. 511.06) governs pool setbacks. Always verify the latest barrier provisions with Auburn Inspection Services.
A pool without a compliant barrier fails inspection and cannot receive final approval. Non-compliant barriers, gaps, or gates create drowning-hazard liability and trigger required corrections under the 2021 ISPSC.
