Above-ground pools need the same permits as in-ground pools once over the size threshold. The pool wall may serve as the barrier if it is 48 inches tall, but the ladder must be removable when not in use or protected by a compliant gate.
Chesterfield treats above-ground and inflatable pools the same as in-ground pools for permitting. For the barrier, the side of the pool may qualify if the pool is 48 inches tall, or a barrier may mount on top of the pool structure. Where a barrier attaches to the top of the pool wall, the gap between the wall top and barrier bottom may not exceed 4 inches. The ladder must be removable when not in use, or secured, or surrounded by a compliant barrier. Above-ground pool drawings submitted with the permit must include the manufacturer's assembly instructions.
An unsecured ladder or non-compliant pool-wall barrier fails inspection; the pool cannot be used until a compliant barrier and ladder arrangement is approved.
