Chapter 11, Article III of the County Code addresses removal of trash, weeds and vegetation. Occupied residential yards follow the 12-inch grass limit authorized by Va. Code Sec. 15.2-1215. For vacant developed or undeveloped land within platted subdivisions or areas zoned residential, office, commercial or industrial, the county restricts weeds and uncontrolled vegetation to about 18 inches, with exceptions for pastures, cultivated crops, forested land, and utility easements. Community Enhancement handles complaints, inspects, and issues notices to abate. Persistent violations let the county abate the nuisance and assess costs against the property.
Failure to abate after notice allows the county to cut the vegetation and charge the owner; costs are collected as a lien like unpaid taxes, plus civil penalties.
