Georgia IRC Appendix G defines a swimming pool to include above-ground pools with water more than 24 inches deep, so they are not exempt from the barrier requirements or a Chatham County building permit. Where an above-ground pool wall serves as the barrier, Section AG105.2 Item 10 requires that the ladder or steps be capable of being secured, locked, or removed to prevent access, or that the ladder be surrounded by a compliant barrier. The wall itself must still meet the 48-inch height and no-4-inch-opening rules measured from the outside.
