Chatham County Code § 16-1302(7) defines the STVR occupancy rate as no more than two adults per bedroom, plus two additional adults. For a recreational vehicle or tent rental, the manufacturer's listed occupancy controls. The maximum advertised occupancy must match the application. Exceeding the cap is a fine of not less than $150 under § 16-1310(3) and is grounds for license revocation under § 16-1308(1)(c)(i)(d).
Under § 16-1302(7) of the Chatham County Code (Article XIII, effective July 1, 2020), the official occupancy rate for any short-term rental in unincorporated Chatham County is no more than two (2) adults per bedroom, plus two (2) additional adults in the rental property. For example, a 3-bedroom STVR may host a maximum of 8 adults. The ordinance defines the cap by adults; it does not separately enumerate children. Where the rental is a recreational vehicle or tent, occupancy follows the manufacturer's listed capacity rather than the bedroom formula. Section 16-1303(1)(b) requires every licensed STVR to post a sign inside the rental that lists the occupancy rate, parking rules, noise restrictions, emergency contact, and the local point of contact. Section 16-1303(2) makes it an explicit violation to operate a property as a short-term rental in excess of the occupancy rate. The maximum advertised occupancy in any listing must match the occupancy stated on the STVR Certificate application.
Under § 16-1310(3), exceeding the maximum occupancy rate is punishable upon conviction by a fine of not less than $150. Substantiated complaints regarding occupancy rates are also grounds for license revocation or denial under § 16-1308(1)(c)(i)(d). Failure to post the required occupancy sign inside the unit can result in punishment up to and including license revocation under § 16-1303(1)(c).
