The barrier rule still applies β where the pool wall itself is at least 48 inches high it can serve as the barrier, but a fixed ladder or steps must be removable, lockable or gated so children cannot climb in. Camden County does not permit or inspect residential above-ground pools; the county health department only handles public bathing facilities under N.J.A.C. 8:26.
