Above-ground pools in Anne Arundel County holding more than 24 inches of water require a building permit and 48-inch barrier. Pool wall may count as barrier if 48 inches tall with lockable access. HOAs frequently prohibit above-ground pools.
Anne Arundel County treats above-ground pools that hold more than 24 inches of water as requiring a building permit and a 48-inch barrier. If the pool wall itself is 48 inches or taller, the wall may serve as the barrier provided access ladders and steps are removable or lockable when the pool is unsupervised. Many HOA communities in the county (Crofton, Piney Orchard, Odenton, Severna Park) prohibit above-ground pools for aesthetic reasons in their CC&Rs. Pools must be sited to comply with lot coverage and setback requirements. Chesapeake Bay Critical Area properties must manage pool drainage.
Above-ground pool without permit: stop-work, retroactive permit required. No 48-inch barrier/lockable ladder: $250/day.
