Any deck or platform access also needs a self-latching gate. These rules are enforced by the local building department. Erie County does not permit private above-ground pools.
Leaving a fixed, un-securable ladder on an above-ground pool without a surrounding 48-inch barrier fails local building inspection and can prompt Uniform Code violation notices from town or city code enforcement.
