An above-ground residential pool still needs a NC Residential Code barrier. The pool wall can serve as the barrier if it is at least 48 inches high, and any ladder or steps must be removable, lockable, or fenced so children cannot climb in.
Under NC Residential Code Appendix AG105, an above-ground pool is treated the same as an in-ground pool for barrier purposes and is enforced by Guilford County Inspections. The pool structure itself may serve as the barrier, or a barrier may be mounted on top, provided the top is at least 48 inches above grade. Where access is by a ladder or steps, they must be capable of being secured, locked, or removed, or be surrounded by a compliant barrier. Any opening created when the ladder is removed must not pass a 4-inch sphere. A building/electrical permit from Guilford County Inspections is still required.
An above-ground pool without a compliant, secured means of access fails inspection. Guilford County Inspections can issue correction orders and withhold the certificate of completion until the barrier and ladder security requirements are met.
