Williamson County permits an above-ground pool the same as any pool once it holds water more than 30 inches deep, under Zoning Ordinance Section 23.04. Section 11.04 lets the pool's own sides satisfy the fence requirement if the entire area outside the pool measures four feet from finished grade to the top of the pool, and the ladder or steps can be secured, locked, or removed to block access. If either condition fails, a separate four-foot fence must be installed. Above-ground pools with no permanent filter or decking, or that are not left up year-round, are exempt.
Leaving an access ladder unsecured, or a pool wall under four feet without an added fence, is a cited barrier defect that keeps the pool from passing its final inspection.
