The California Swimming Pool Safety Act defines a swimming pool as including above-ground and on-ground pools containing water over 18 inches deep. Above-ground pool walls that are at least 48 inches high, non-climbable, and cannot be accessed without a ladder may partially satisfy barrier requirements. However, the area around and leading to the pool access point must still be enclosed with compliant barriers. Ladders must be removable or lockable when the pool is not in use. At least one approved safety feature must be in place. Electrical connections for above-ground pool pumps and filters must comply with the California Electrical Code including GFCI protection. Pools placed on decks may require structural permits.
Non-compliant above-ground pools may be cited. Electrical safety violations for pool equipment are enforced strictly due to electrocution risk.
