Under ISPSC Section 305.5, an on-ground residential pool wall (or a barrier mounted on it) qualifies as the required barrier when the top is not less than 48 inches above grade for the entire perimeter and complies with Section 305.2. Access ladders or steps must be capable of being secured, locked, or removed to prevent access, unless surrounded by a full barrier. Any opening left when the ladder is removed cannot pass a 4-inch sphere. The pool manufacturer must allow the wall to serve as a barrier. Above-ground pools still require a City-Parish permit.
