If the pool structure is used as the barrier, ladders/steps must be lockable or removable; openings when secured must not allow 4-inch sphere passage. Building permit for the pool structure may be exempt for prefabricated above-ground units, but pool barrier permit is still required. Pools must comply with Multnomah County Zoning Code Chapter 39 setback and lot coverage requirements.
Unpermitted pools: removal or retroactive permit with double fees. Safety violations: immediate correction required. Fines $100 to $500.
