A building permit is always required for pool barriers regardless of fence height. Minimum 4-foot barrier; maximum 2-inch bottom clearance; openings must not allow 4-inch sphere passage; self-closing, self-latching gate opening away from pool; latch at least 42 inches above exterior grade.
