Oregon Residential Specialty Code Appendix G addresses above-ground pools: if the pool structure itself serves as the barrier (typical for above-ground pools), the ladder or steps must be capable of being secured, locked, or removed to prevent unauthorized access; when secured/removed, any opening must not allow passage of a 4-inch sphere. Above-ground pools must comply with Portland Zoning Code setbacks and lot coverage standards (Title 33). Electrical work requires an electrical permit.
