The statewide 2015 International Swimming Pool and Spa Code, adopted through the Michigan Residential Code, treats above-ground pools the same as in-ground pools for the 24-inch permit trigger and the 48-inch barrier. Section 305.5 lets the pool structure serve as the barrier: where the only access is a ladder or steps, the ladder must be capable of being removed, covered, or locked in an unusable position, or be surrounded by a compliant fence. Any opening created when the ladder is secured must not pass a 4-inch sphere. Local townships (e.g., Georgetown) still apply accessory-use setbacks.
Leaving a fixed, unsecured ladder on an above-ground pool without a compliant barrier is a code violation and can block final inspection and filling of the pool.
