Above-ground pools deeper than 18 inches require a Palo Alto building permit and must meet the same safety-barrier requirements as in-ground pools.
Palo Alto treats above-ground pools the same as in-ground pools for permitting and safety purposes once the water depth exceeds 18 inches. A building permit is required for installation, including review of the pool wall structure, the deck or ladder, electrical for the filter pump, and the required safety barrier under Health and Safety Code 115922. A 48 or 52 inch pool wall alone generally does not satisfy the 60 inch barrier requirement unless paired with a locking, removable ladder and other approved features that together meet the two-feature rule. Setbacks to property lines, overhead wires, and septic systems must also be met. Temporary inflatable pools that hold less than 18 inches of water are exempt from permits but should still be drained and stored when not in use.
