The City of Pasco treats above-ground pools the same as in-ground pools for permitting and safety. The city's swimming pool submittal checklist is titled for "Swimming Pool (above and/or under ground)/Hot Tub," and the residential construction permit application requires a permit for any "Swimming Pool (depth greater than 24\")." The same barrier standard in PMC 16.60.020 applies: all outdoor pools must be enclosed by a nonclimbable fence or approved barrier at least five feet high, with a self-closing gate latched from the pool side, set no closer than three feet from the water's edge, and with no more than a two-inch gap under the barrier. Because the adopted 2015 ISPSC (PMC 16.60.010) governs technical standards, ISPSC provisions for above-ground pools, where the pool wall serves as part of the barrier and access is by a removable or lockable ladder, would apply through that adopted code. Pasco does not publish a separate local exemption for above-ground pools, so owners should plan for the full permit and five-foot barrier package. The submittal must include a site plan showing the barrier and full installation instructions, and the pool must pass a final inspection. Setback rules in PMC 16.60.030 also apply to above-ground pools.
Installing an above-ground pool over 24 inches deep without a permit, or without the required five-foot barrier, violates PMC Title 16 and PMC 16.60.020 and will not pass inspection. Code enforcement can require correction.
