Above-ground pools over 18 inches deep require the same 60-inch barrier under the California Swimming Pool Safety Act. Pools with lockable/removable ladders may satisfy part of the barrier requirement. Small kiddie pools under 18 inches are exempt.
CA H&S Code Β§115921 applies the pool barrier requirement to any pool over 18 inches in depth, including above-ground pools. Above-ground pools with lockable or removable ladders may use the ladder removal as part of a compliant barrier approach if the pool walls are at least 48 inches high from outside ground level. For post-2018 pools, a second safety feature is still required. Small wading/kiddie pools under 18 inches are exempt but should be emptied when unsupervised. Contact San Joaquin County Building Inspection at (209) 468-3121 to confirm whether a permit is required for your specific above-ground pool.
Above-ground pools >18 inches without required barriers: building code violation.
