Sparks regulates above-ground pools under the 2024 International Swimming Pool and Spa Code. A pool holding water more than 24 inches deep needs a permit and a barrier, though a pool wall at least 48 inches high can serve as that barrier.
Under the adopted 2024 ISPSC, above-ground pools deeper than 24 inches are permitted and inspected like other pools, including electrical bonding and GFCI protection under the 2023 NEC. An onground pool wall can serve as the barrier where the top of the wall is at least 48 inches above grade around the entire perimeter, the wall meets Section 305.2, and the manufacturer allows it. Where a ladder or steps provide access, they must be removable, lockable, or enclosed by a compliant barrier. Setbacks from property lines apply, and drainage may not run onto neighboring lots. Small inflatable pools under 24 inches are generally exempt.
An unpermitted above-ground pool or an unsecured access ladder is a code violation; the city can require a permit, a compliant barrier, or removal before the pool is used.
