Ladders or steps must be removable, lockable, or surrounded by a compliant barrier, and any opening left cannot pass a 4-inch sphere. Storable pools still require GFCI protection, with the interrupter integral to the plug or within 12 inches of it. A building permit and electrical inspection apply.
Leaving a ladder in place on an unsecured above-ground pool, or skipping the permit, brings correction orders and code-enforcement fines.
