All swimming pools in Canal Winchester must be enclosed by a barrier at least 48 inches high per Ohio Residential Code Appendix G. Gates must be self-closing and self-latching, with latch at least 54 inches above ground or on the pool side of the gate at least 3 inches below the top.
Barrier openings cannot exceed 4 inches for horizontal members spaced less than 45 inches apart. Chain-link mesh openings cannot exceed 1.75 inches unless slatted. The barrier must surround the pool completely; a house wall can serve as one side if all doors leading to the pool have alarms or the pool has a powered safety cover. Above-ground pools with walls at least 48 inches high can use the pool wall as the barrier if the ladder is removed or locked when not in use. Pool must be inspected by county building department before water fill or first use.
Non-compliant barrier: final inspection denial, pool cannot be used. Code violation after occupancy: up to 500 dollars per day and potential drain order. Child drowning with non-compliant barrier exposes owner to civil negligence per se.
