The county checks the barrier before the pool is filled, and under its property maintenance rules that barrier must stay in place in perpetuity, never altered in a way that reduces its effectiveness.
A pool filled without a compliant 48-inch barrier fails inspection and draws a stop-use order and penalties until the enclosure is built. Removing or altering an existing barrier to reduce its effectiveness violates county ordinance.
