TX H and S Code 757.002(a)(2) exempts spas and hot tubs with lockable safety covers certified to ASTM F1346 from the 4-sided barrier requirement. Cover must be in place when unattended. NEC Article 680 requires GFCI protection and bonding within 10 ft of water. Cities require electrical permit (typical fee 75-150). Gas-fired heaters need gas permit and TDLR plumbing inspection.
