Residential hot tubs and spas are regulated under the International Swimming Pool and Spa Code and IRC adopted in Clark County Code 14.01.010. Many require electrical and building permits, and spas without a locking safety cover must be enclosed by a compliant pool barrier.
Clark County Code 14.01.010 adopts the International Swimming Pool and Spa Code and IRC (as amended by WAC 51-51). Under these codes, a hot tub or spa with a listed, lockable safety cover that meets ASTM standards may be exempt from the separate pool barrier; without such a cover, the spa must be enclosed by a barrier at least 48 inches high with a self-closing, self-latching gate. An electrical permit is required for spa wiring and bonding. Portable, plug-in spas may have lighter requirements, but the safety cover or barrier rule still applies.
Failed electrical or building inspections block use of the spa; unpermitted electrical work is a code violation under Clark County Code Title 14.
