Idaho's IRC does not automatically exempt hot tubs based on a locking cover in Ada County's adopted appendix, so plan on a barrier. Public spas are additionally regulated as public pools under IDAPA 16.02.14. Verify parcel jurisdiction; cities set their own spa rules.
