In unincorporated Larimer County, a spa or hot tub may satisfy the barrier requirement with a lockable safety cover meeting ASTM F1346 instead of a fence. Portable and permanent spas need a permit with manufacturer specifications and listing labels.
Under the adopted 2021 ISPSC, spas and hot tubs must be enclosed by a compliant barrier or covered by a lockable ASTM F1346 safety cover. Portable spas must be listed and labeled to UL 1563 or CSA C22.2 No. 218.1; permanent spas require pump/motor spa listings, ASPS 16 suction fittings, and UL 873/UL 372 temperature controls. Additional engineering may be required to place a portable spa on a deck. Electrical bonding must meet NFPA 70 Article 680. Public spas at HOAs, clubs, and lodging are separately regulated by the state health department under 5 CCR 1003-5.
A spa without a compliant cover or barrier, or installed without required permits and listings, fails inspection and cannot be operated until corrected.
