Ohio code regulates hot tubs and spas with locked covers or barriers when over 24 inches deep, plus public spa licensing under the same statute as pools.
Under the Ohio Residential Code Appendix G, hot tubs and spas at private residences must either have a safety cover meeting ASTM F1346 standards or be enclosed by a 48-inch barrier. Covers must be lockable when the tub is unattended. ORC Chapter 3749 treats public spas (hotel, apartment, club) the same as public pools, requiring annual Ohio Department of Health licensing through local health districts, water testing, and operator certification. OAC 3701-31 sets sanitizer levels, temperature limits (104Β°F max for public spas), and signage requirements. Cities cannot exempt residential spas from state barrier rules.
