For private pools on unincorporated land, DSR Section 4-03-03-02-15 bars pools from the area between the right-of-way and the front structure line and requires a full 48-inch enclosure. Failure to maintain required barriers or sanitary conditions can trigger county code enforcement, and for public pools, closure orders by the Adams County Health Department under state pool rules.
