Florida's Residential Swimming Pool Safety Act requires every new residential pool in Manatee County to have at least one approved drowning-prevention feature: a 4-foot barrier, an approved safety cover, exit alarms on doors and windows, self-latching door locks, or a pool alarm.
Under FS 515.27, a pool passes final inspection only when it meets at least one listed safety feature. Options include an isolating barrier meeting FS 515.29, an approved safety pool cover, exit alarms rated at least 85 dB at 10 feet on all doors and windows with direct pool access, self-closing self-latching devices on those doors with the release at least 54 inches above the floor, or an ASTM-certified pool alarm. These are Florida state minimums applied through Manatee County's building inspection. Public and community pools follow the separate Florida Department of Health rules (FAC 64E-9).
Missing all safety features means the pool cannot receive a certificate of completion; unsafe or unpermitted pools are subject to county code enforcement action.
