Under Chester County Health Department Rules §602.5, a recreational swimming establishment must provide at least one certified lifeguard for every 4,000 square feet of water surface, plus additional guards for slides, diving wells, and wading pools. Each public bathing place must keep reaching devices, flotation buoys, an ANSI first-aid kit, a backboard with immobilizers, and a working telephone. When a bathing place is opened without lifeguard service, warning signs must be posted in plain view with letters at least four inches high. Home pools have no county lifeguard rule.
The Health Department may suspend or revoke a pool's Certificate of Registration and order closure for safety violations such as missing lifeguards, signage, or lifesaving equipment.
