The county's adopted ISPSC 2012 sets minimum safety standards for the design, construction, installation, materials, location, and maintenance of aquatic vessels in unincorporated St. Clair County. Pools and equipment, both existing and new, must be kept in safe, sanitary operating condition, and the owner is responsible for maintenance. For public pools, the St. Clair County Health Department enforces Illinois DPH's Swimming Facility Code, which requires a self-closing, self-latching gate at each pool entrance and a fully enclosing barrier. Illinois also mandates ANSI/APSP-compliant, anti-entrapment drain covers on public pools consistent with the federal Virginia Graeme Baker Pool & Spa Safety Act.
Unsafe or unsanitary pools may be ordered re-inspected or corrected by the code official; public pools that fail Health Department inspection can be closed until deficiencies are fixed.
