Beyond the perimeter barrier, Boulder County requires spas to carry an insulated cover rated at least R-12, and small compliant spas may instead use an ASTM F1346 locking safety cover or an ISPSC Section 305 barrier. All pools follow the 2021 ISPSC's construction, entrapment-protection, and electrical safety provisions.
Boulder County's adopted building code amendment N1190.6 states that "All spas must be equipped with an insulated cover that is listed to provide a minimum R-value of at least 12." For a small CEC Title 20 compliant spa, the county allows "An ASTM F1346 locking cover or a pool barrier per 2021 ISPSC section 305." Pools and spas must also meet ISPSC requirements for suction-entrapment avoidance (anti-vortex/dual drains), listed electrical bonding and GFCI protection, and approved circulation and disinfection equipment. Doors and windows with direct access to a pool typically require alarms or self-latching hardware under Section 305.
Missing entrapment protection, an uncovered spa, or unbonded electrical work fails final inspection; life-safety defects can require the pool be drained or fenced until corrected.
