For pools and spas that use the dwelling itself as part of the barrier, doors from the house to the pool area must have alarms or self-closing self-latching hardware. Suction entrapment hazards must be addressed through dual drains or anti-vortex covers (Virginia Graeme Baker Pool and Spa Safety Act federal requirements). Public pools, hot tubs, and water recreation facilities (apartment complexes, HOAs, hotels) are regulated by Seattle-King County Public Health under WAC 246-260 Water Recreation Facilities. Operator training, water quality testing, disinfection, lifeguards (certain facilities), and first aid requirements apply. Public pools must be inspected before opening and at least annually.
