The National Electrical Code Article 680, adopted through RMC 4-5-060, requires GFCI protection, equipotential bonding of all metal pool components within 5 feet, and approved underwater lighting. Where a dwelling wall serves as part of the barrier, doors to the pool area must have alarms meeting IRC R329 (minimum 85 dB at 10 feet) or be self-closing and self-latching. Public and semi-public pools, including those at HOAs and apartment complexes, are regulated by Washington DOH under WAC 246-260 with lifeguard, water quality testing, and record-keeping requirements; residential single-family pools are exempt from WAC 246-260 but must still comply with RMC safety rules. Pool covers cannot substitute for a compliant barrier.
