Lancaster County has no health department, so public and semi-public pools are regulated by the Pennsylvania Department of Health under 28 Pa. Code Chapter 18. That chapter requires general safety provisions (Sections 18.41-18.45) including lifesaving equipment, safe electrical connections (Sections 18.81-18.88), and hygiene facilities, plus a Department permit before operation. Private single-family residence pools used only by the owner and guests are excluded from Chapter 18.
A public bathing place operating without a Department of Health permit or failing safety standards can be ordered closed by the Department under 28 Pa. Code Chapter 18. Residential defects are corrected through UCC inspection and municipal citation.
