Title 178 NAC 2 establishes statewide operating standards for public pools, including water chemistry, certified operator requirements, lifeguard staffing, and safety equipment. Standards apply uniformly to all public pools regardless of city.
Under Neb. Rev. Stat. sections 71-4301 to 71-4307 and Title 178 Nebraska Administrative Code Chapter 2, public pool operators must maintain prescribed disinfectant levels, pH ranges, and turnover rates. Class A pools require an on-site Nebraska-certified pool operator; Class B and Class F pools must have a certified operator available within 60 minutes. Required safety equipment includes reach poles, ring buoys, first-aid kits, and properly marked depths. Department of Environment and Energy inspectors evaluate water chemistry, equipment, personnel training, bathhouses, and mechanical areas during periodic inspections. Deficiencies must be corrected before operation continues.
Failure to comply may trigger permit denial, mandatory closure, and public nuisance abatement under section 71-4307.
