For residential pools, Pierce County PPW enforces 2021 IRC Appendix G. Section AG105.2 requires that pedestrian gates in the pool barrier open outward away from the pool and be self-closing with a self-latching device, and that barriers have no gaps or footholds a small child could use to climb over. Separately, public and semipublic swimming pools - including apartment, HOA, hotel, and club pools, and any pool 1,500 square feet or larger - must hold a current operating permit from the Tacoma-Pierce County Health Officer and meet water-quality, disinfection, and safety rules under PCC Chapter 8.44. Private family pools are excluded from that health chapter.
Missing or non-self-latching gates cause a residential pool to fail inspection and can be cited as a life-safety violation. For public and semipublic pools, operating without a valid Health Officer permit is unlawful under PCC 8.44.050.
