As of January 1, 2026, Cobb County requires a valid building permit for all pool and spa construction. Pool builders must hold a valid Georgia General Contractor's License from the Georgia Secretary of State or a Certified Builder Professional (CBP) credential from the Pool & Hot Tub Alliance (PHTA). Anti-entrapment drain covers are required under the federal Virginia Graeme Baker Pool and Spa Safety Act. Electrical systems must be properly bonded and grounded. Site plans must show compliant barrier details. Applications submitted to building@cobbcounty.gov or through the Building Permits Division.
Safety violation: $250 to $1,000. Pool closure order possible. Criminal liability for injury due to non-compliance.
