Retailers must verify ID for any buyer who appears under 27. ORS 167.760 covers purchase or attempted purchase by a person under 21. Penalties: sale to a minor is a Class A violation under ORS 167.755 with a fine up to $2,000 for the retailer; possession by a person under 21 under ORS 167.400 is a Class D violation (max $250). Multnomah County TRL holders face escalating administrative penalties (license suspension, revocation) for repeated sales to minors. There is a military-personnel exception under federal Tobacco 21 (active duty under 21 may purchase on military installations) but no general state exemption.
Selling tobacco or vapor products to a person under 21 violates ORS 167.755 (Class A violation, fine up to $2,000) and triggers Multnomah County TRL administrative penalties including license suspension. Possession by a person under 21 violates ORS 167.400 (Class D violation, up to $250). Retailers must verify ID for buyers who appear under 27; failure to do so is a separate violation under OAR 845-035.
